Assad did not have the means or money to massively fund anything. The rebelllion was well armed cos it was the goddam iraqi army
Deny deny deny. Not only did Syria fund and arm ISIS, for years militants fighting in Iraq had free transit through Syria. The insurgency was not the Iraqi army, it recruited former soldiers, but it also recruited mujahedeen, and in particular Al Qaeda got involved. All with money, weapons, ammunition, support, and transit through Syria.
Syria of course is an old hand at funding terrorist militias, such as Hezbollah.
The reality is that Assad created ISIS. The Americans gave him the opportunity by fucking up the restoration, but it was Syria that fueled that insurgency and kept it going.
Remember what party Assad belongs to?

He always viewed Iraq as his rightful territory. Saddam also viewed Syria as HIS rightful territory. They both believed Iraq and Syria should be one country, they just never agreed which one of them should rule it.
When Saddam was ousted Assad thought it was his big chance. Drive out the Americans by destabilizing the country and fomenting an insurgency them eventually step in to "restore order"under Syrian rule. That was his plan.
