I want to buy a cell phone in states would I be able to hook it up with service provider here Thanks

It can be done but it is tricky. The two factors are compatibility and unlocking. If you want to use the phone on Rogers/Fido - it must be a GSM phone (it could be TDMA but thats old technology) If you want to use it on Bell or Telus it has to be CDMA

if the phone is locked you can get it unlocked online for about $40
