It's not just that it's morally repugnant to blame the victim, it's that there is actually no relationship between clothing and rape. None.
Now there might be a relationship between clothing and MINOR sex crimes, groping, jeering, that sort of thing--where those crimes might actually be motivated by lust. But not rape.
