He will likely attack at some point. It's the level of retaliation that matters. If Ballistic missiles and drones get through and kill a ship or a bunch of service men He will have to escalate things. Or the hawks eill eat him alive, as will his base. So in a way whether an actual war occurs isn't up to Trump. He wants the easy win.
