I think he is simply quoting the article. An individual has no idea how much of their materials are being recycled.
I'm guessing the author was fed some stats by the recycling company and then they were repeated here.
Perhaps, but people investigating the issue and speaking with industry have assessed the percentage and it's nowhere near 60%.
I know someone in that business and they have told me in simple terms...you know that empty peanut butter container? Well unless you thoroughly cleanse it to remove any and all residue, it can not be recycled.
So imagine all that plastic that is contaminated that most people just put in their recycling box. It just goes to landfill anyway.
Most people don't know that. They just feel they are fixing the planet by throwing things in their blue box.
Meanwhile if you think about it, how much pollution is generated by that program?
Think about the entire chain of things that are needed to process that garbage: trucks, truck manufacturers, truck parts manufacturers, part delivery companies, bin manufacturers, bin delivery trucks, etc etc.
