What video card do you have? Or is it onboard? If it is onboard it will say in your manual. If it is a separate card, you can look on the card. Either way you can also find out by looking under window control panel, under system, video or graphic adapters.
You won't be able to adjust your video settings in safe mode as this is a diagnostic mode and gives you limited flexibility. It definitely sounds like a corrupt video driver however.

What version of windows are you using? You might try booting from the windows cd and then selecting repair this windows installation.
You also may want to go to
www.microsoft.com and update all your windows files. This is a good thing to do frequently as they are constantly upgrading windows as security breaches are found.
There is also a command, used under your start menu, run, type in sfc/scannow and make sure your windows disc is in your cd drive. This command reviews your windows files and makes sure you have all the correct DLL files in their correct places.
