Culture, citizenship, etc. can impact an engagement, that's different from race though. Just as some clients seek out girls that don't speak a word of english I have always told the agency I need my clients to at least have a basic understanding of the language. It's something I need to feel comfortable, in part so I know if something is wrong, makes me uncomfortable, feels unpleasant, etc. I can communicate that to my date. If we cannot have that level of communication I will not go through with the call. Another example was a client born and raised in Canada but self-identified with another culture (a sub-culture really) in which violence against women is condoned. He thought that using whores (also his term for all women) to express his sexual needs was acceptable as long as they were fully subserviant in which I am not, we had a short conversation and I left.
Race is not an issue, who the individual is can be.
