You ever bring a family of 5 to a "cheap resturant"? The bill can easily reach 150 bucks, and the server works twice as hard as the classic white glove waiter who has their hands behind their back with little to do.
In your case you clearly can't afford to eat out in restaurants with table cloths so rather than skimping on the waiter's tip you should go to Olive Garden, or if you can't afford even that, McDonald's.

Minimum societal acceptable tip = $21.69 x 15% = $3.26
Even if you left driver with $2 & change (as you mention) you have still shorted driver

But just so you don't complain when you make your next delivery, I tip based upon the pre tax amount and I don't tip on the service fee that it cost to deliver the pizza. Sorry you felt cheated but then again you don't tip anyone so maybe next time I will give you what you deserve, $.01 (just don't spend it all in one place, lol)
