If it was 'illegal for men to discharge semen without intent to fertilize', a BBBJCIM would be illegal, as would be any 'raw dog' penetrative act between two men, unless of course the 'bottom' self identified as a woman, and the lawyer for the 'top' got him off by claiming that his client sincerely believed that his partner was a woman born with her feet on backwards.

I don't know where you got 'felony' from the video link. A fine, beginning at $1,000 for a first offense, was the proposed sentence.

Maybe I'm mistaken, but when I read the proposed legislation a few days ago, I though that ejaculating without the purpose of procreating would be a felony. Regardless, it would still be a second charge.
