Sooooo, even your wikipedia article doesn't say "based on the race of the owner". Here in Canada, your local municipality can expropriate your land with nil compensation too.
Also, farm attacks are a problem in South Africa, as is crime in general. They are not targeted against white farmers, they are targeted against RICH farmers. The correlation is due to the fact that whites own ~90% of the land in South Africa, so they are disproportionally rich farmers.

I have to say they did do it in a silly way. The best way to do it is via taxation. Have land that was stolen in the past be subject to onerous compensation taxes.
