First, for those who say he's going to be cutting spending and taxes, could they say specifically what (significant) spending should be cut? Police? Roads? Transit? I'll confess ignorance about the specifics of the Toronto budget, but I'd expect that those are three of the largest cost items, so any serious cuts would involve cuts there. There's a big difference between controlling his office expenses and controlling the city budget.
What's this ? - a rational argument among the the passionate Ford supports who swallow the generic - I'll cut costs mumble,mumble ? Get any 10 guys sitting in a bar and ask them if they want to cut taxes and they'll all say yes. Rob Ford knows this. He also knows that if you actually get specific you can't hold onto all ten guys because the five guys driving cars don't want to spend more money in toll roads and 4 other guys don't want to spend higher TTC fees. Also six home owners don't want to pay higher property taxes to cover the ever increasing trash pick-up fees.

So Rob Ford gets his 'street cred' by attacking fellow councilors salaries and spending habits. This is easy to do because as the taxpayers pay the councilors $100K to work full time for their interests, Rob Ford is an active CFO for a private company and collects two salaries for doing two jobs. Sweet. I wonder what % of his time will he devote to being a mayor if elected. At a minimum, he should have to pick one job and actually devote his efforts to reflect the full time pay.

BTW: Smitherman is a proven dickhead too. It is sad to have to heaping piles of dog shit to choose for Toronto mayor. It's worse to see someone pick the shit up over his head and blindly sell it as a great choice.

Rob Ford on the Issues

Stopping the Waste and Getting Spending Under Control

Toronto has a spending problem, not a revenue problem.

The City of Toronto’s budget has ballooned from $5.9 billion in 2000 to $9.2 billion in 2010 – plus a $2.4 billion capital budget. The City is addicted to spending and the most important job for the incoming Mayor will be to get the City’s finances in order.

Downsize Council from 44 to 22 Councillors.

Toronto has 22 MPs, 22 MPPs and 22 School Trustees. It only needs 22 City Councilors. Reducing Toronto City Council would make meetings more productive and save taxpayers about $9 million in direct costs (salary, benefits, expense accounts and staffing budgets.) Additional savings from a reduced burden on City Hall staff would equal at least $6 million each year. There are too many politicians and not enough accountability.

Reduce Politicians’ Expense Accounts.

In addition to their salary of about $100,000 each Councillor receives a budget of $205,000 to hire staff plus a tax-free allowance of $53,100 for “other expenses.” This budget is what Kyle Rae famously used to throw himself a $12,000 party with your money.

When Rob Ford is Mayor, he will reduce the politicians’ expense accounts to $30,000 (saving over $1 million per year) so that tax dollars are spent only on legitimate purposes.

Limiting the Mayor’s Office Budget.

Leadership starts at the top. When Rob Ford is Mayor, he will also limit the expense accounts for the Mayor’s Office. Decreasing the staffing and expenses budget by 20 percent will save the taxpayers about $512,000 per year.

Making Toronto a Better Place to Live

City Hall has been too focused on the pet projects and perks of politicians and not on the fundamental services that people, families and businesses rely on every day. These essential services are necessary to make Toronto a more livable city. As Mayor, Rob Ford will take the following necessary steps to make Toronto a better place to live:

Protecting Our Children and Communities.

100 additional frontline police officers will be hired giving Toronto Police enough new officers to:

Protect Children in Schools. 30 additional School Resource Officers will double the number of schools protected by this successful program. By introducing police officers to youth in a positive environment, students are less likely to take a negative view of police and more likely to seek help for issues before they reach a violent stage.

Target Gangs, Guns & Violence in More Communities. 70 additional frontline officers will support an expansion of the successful Toronto Anti-Violence Intervention Strategy (TAVIS) targeting gangs and violence in priority neighborhoods year-round. This will more than double the number of officers currently available for TAVIS Rapid Response Teams.

Funding for this initiative ($15 million per year) will not be taken from within the existing TPS budget. It represents additional funding in two phases. From 2014 onwards, funding will be in addition to current TPS resources and come from savings accrued through the reduction of City Council from 44 to 22 Councillors. Until Council is reduced in size, funding will be in addition to current TPS resources and come from a 0.1 per cent reduction in other (non-policing) city spending.

Making Garbage Collection Reliable.

Garbage and other solid wastes must be collected on schedule, without fail. The strike during the summer of 2009 put the health of people and families in Toronto at risk.

The City must put in place solutions to make waste collection reliable and affordable. Etobicoke, for example, uses contracted providers and saves the city $2 million each year. By adopting the same approach for the whole city, taxpayers will save about $20 million each year and can have the confidence their garbage collectors won’t go on unnecessary strikes.

When Rob Ford is Mayor, the City will invite competitive tenders from private companies as well as current unions to provide collection services that are reliable, affordable and represent the best value for Toronto taxpayers.

Making the TTC an Essential Service.

People and businesses in Toronto depend on the TTC to get them from home to work, or school. When the TTC isn’t running, the city grinds to a halt and commuters and businesses suffer. TTC service is essential and it must be designated this way in order to prevent costly strikes.

When Rob Ford is Mayor, the City will work with the TTC and its unions to create a reliable, affordable, convenient, rapid and customer-focused transit service that Toronto can take pride in.

Improving Customer Service at City Hall.

Poor customer service frustrates city residents and businesses. Too often, emails are ignored, telephone calls are not returned, staff are unable to answer questions or help solve issues.

Excellent customer service doesn’t cost a thing. All it takes is leadership and accountability, and that starts at the top.

When Rob Ford is Mayor, excellent customer service will be the standard for all City Hall employees.

Eliminating Unncessary Taxes

Abolish the Vehicle Registration Tax.

Toronto residents should not have to pay $60 every year to register their vehicle. It’s an unfair cash grab that hits families hard. Rob Ford will push to eliminate the Vehicle Registration Tax at the first City Council meeting after becoming Mayor.

Eliminate the Land Transfer Tax.

People who buy and sell homes in Toronto must pay a new Land Transfer Tax to City Hall on top of all the other charges associated with buying or selling a home. This punishes people and families who live in Toronto and makes the city less affordable for many people. This tax is driving business, families, and people away from Toronto. Rob Ford will move to abolish the Land Transfer Tax in his first year as Mayor.

Actually that bike garage is to be built under city hall, at an added untendered cost of 7 million dollars , just added to the job as an afterthought...... unless there are two of the damn things.

Harris lowered taxes and balanced the budget. (McGuinty has lowered corporate tax rates too but he jacks other taxes up or creates new ones).

He made it look like the books were balanced by selling off provincial assets. 407 ETR???? WTF kind of moron gives a 100 year lease on a highway that cost billions of tax payer dollars. The lease of the land, the revenue generated by tolls and the cost of building the road itself, when projected over 100 years would be worth $100 billion (not including interest)... what did "Common Sense" Mike do? Sell it for $4.1 billion! You can bet Mike and his CONmen buddies got a nice kickback from that....

At least McGinty tried (but failed in the end) to undo what the Conservatives did (fucking over) Ontario tax payers.

One of the plaintative cries often heard around City Hall and parrotted by the wannabees is that Toronto has to be a "WORLD CLASS CITY" , it seems to be some kind of nervana to the current powers that be that we wnat to be a world class city.

Newsflash folks, you are not a world class city because you want to be , you are a world class city when everybody else thinks you are. The people in Europe, the States the far east those folks.

The downtown core is a part of the city , a small part at that. The idea that a mayor can instantly make a city world class is ludicrous. Look how far Hizz Blondness got on your dime , hew put more miles on the city odometer for more reasons thatn anybody I have ever seen, the end result more of the same, increased crime, new taxes, an endless circle of we need more money.

Toronto would be better served by a mayor who deals with the problems the city currently has and there are many most of which have just festered since MIller took over.

Whether the Mayor is Ford, Smitherman Thompson , Rocco or George my Accountant the issue is the same GET SPENDING UNDER CONTROL. The TTC is out of control, and can not manage a lemonaid stand let alone a 20 Billion dollar transit infrastructure mega plan. The unions and the union mentality at city hall cost the city huge amounts of money every year, the politicians arbitraily authorize things , like the bicycle garage added to the city hall reno without tender for 7 million dollars. The awarding of the east beaches food and drink conssession as a sole source 20 year contract.

These are just a few of the things that have come up. Anybody with the brains of a cockroach would realize that hte city of toronto needs a reality check, just maybee this election will give it to them

Here's something I pulled out of my A** Duang:

TORONTO, February 4, 2010 - 407 International Inc. announced today revenues of $560.0 million for the year ended December 31, 2009, compared to $546.5 million in 2008. Earnings before interest, taxes, depreciation and amortization (“EBITDA” ) totalled $444.0 million for 2009 compared with $414.4 million for 2008. Income from operations increased 11.7% in 2009 over 2008. The Company reported net income of $58.2 million for 2009 compared with net income of $119.1 million for 2008. The decrease in net income was due to a net non-cash interest expense resulting from fair value adjustments to an inflation-linked financial instrument and long-term investments together with lower future income tax recovery in 2009.


Forgive the back of the napkin math... 407 ETR generates $444 million in EBITDA (lets give them a conservative 2% toll rate increase per year from here to 2100 (most ETR users will laugh if I suggest that))

$444 million in 2010
Lease ends in 2100 ish at which point it earning $2.6 billion per year in non-inflation adjusted dollars
Total EARNINGS (EBITDA) over the next 90 years...
$114 BILLION dollars

Note that most of 407 ETR's earnings after EBITDA go to paying off the interest on loans they created to buy the lease... interest that would be lower or none if the province had retained ownership (it cost the province 1.6 billion to build the physical highway and they already owned the land). These would have been real revenues the province could have used to pay for services or pay off debt.

People who understand economics and simple accounting, also understand that revenue is generated from services and products sold, NOT from selling assets.

So yeah I was wrong. It was $114 Billion, not 100 Billion, but you and Mike Harris are morons if you think this paid off for Ontarians.

You and your fellow travellers are the reason why T.O. will never become a 'world class city'. I've always thought that what the average person here really wants is a well-managed place that's reasonably affordable and clean. There's nothing wrong with that, as far as I'm concerned.
