In my experiences, if she is not feeling it that she will make obvious. If she is feeling it and makes it obvious than that is a green light and you got lucky.
The inbetween is the hard one, she is friendly but not being obvious in her interest that may be because she is not interested but she could be interested but reserved, not really sure or sure about your interest

Well, based on some documentaries I've seen, seems guys are particularly successful picking up women by delivering pizza and making sexy innuendos about sausage, or being a clothes dryer repair man helping women who get stuck.

What are the specific signals that you look for to see if the woman is interested in you?
There are lots of vids you can watch on female body language .
Pick up a womans magazine that has how to signal males etc on front cover and read what woman read
I suspect I just have a sensitivity for knowing when she is interested which is a great instinct to have as most men are very bad at it
Think of women having ESP. Even though they do not, it is like they do.
First I will send a signal.
If I notice a woman I look her way. Not a lustful stare just a quick look of appreciation. Unless she is occupied she will know you looked.
If she is interested she will send signals. She will smile for no reason other than she wants you to notice. She will touch her hair or her body. Her body will become erect and open. She will find an excuse to be physically close and often be silent as a sign she wants to talk to you. Eye contact. They touch you esp on the shoulder
If you do not send a signal same body language occurs.
Sometimes she tells her GF she likes you and the GF lets you know, they enjoy doing that.
Her smile is the best and most obvious signal
Sometimes she is too reserved so no signals are given unless you blind approach then even in conversation she gives no signals.
A nice non sexual compliment may open her up.
Nothing I have said is fool proof unless she goes over the top with the signaling. I do not go after women unless they give signals.
I have become friends with attractive women, even went on dates, because they know I know they are not interested and it all went unsaid
Signaling is neccessary. You cannot just go up to someone and say 'Hi I am interested'. Well, you could but you are opening yourself for rejection
