Yes, but you have to track the increase over time. Hence you have a quota: the % target must be greater than last year.
That % target you are aiming for is a quota.
Again, if you want to reduce pay gaps by a certain %, thats a quota.
Why are you hesitant to support quotas? It will achieve your stated goal. Equity and all that shit. Is it because you realize, deep down, how incredibly unfair they are?
Quotas are mandated minimum numbers requiring adherence.
Reducing pay gaps, or increasing representation by a certain percentage in a certain number of years, are targets that an organization may or may not meet.
So they are not the same.
PS: I am not against quotas if it would achieve a stated goal (which needs to be studied). I saying that quotas do not exist and are illegal in Canada.
Have you read how they actually work? It scans your face and ID; that's a democrat-pleasing compromise if I've ever heard one. Also a gimmick and probably a troll job that will quickly fizzle out.

What is there to admit? It isn't like there is anything to hide as if quotas are an unmentionable.
And what is there to study?
Well for one you'd only be able to hire from the candidate pool that applies for a job and what if there aren't enough number of people in a certain demographic group for you to hire? That is just off the top of my head.
But I could be wrong and it may be found after a pilot that it actually works and if it works I will be okay with it.
But these are hypotheticals.
Quotas are illegal and do not exist today.
So DEI programs in their current form, work.
They used to do that with persons of colour, which is why we have DEI.
