There's very little the Russians or Chinese are able to do to help Cuba at the moment. Neither are going to risk the ire of Washington by sending an armada to break the siege Cuba is under at the moment, especially considering that both Russia and China have bigger fish to fry in their own backyards at the moment

I am glad the U.S. finally has a president who can do something about Cuba. It is easier to prevent another 1962 instead of reacting to it. Prevention is better than treatment: it is true for cars, health, and global threats. If only politicians were willing to spend their political capital on fixing things that are not broken yet but are about to be, we would not have had North Korea, Iran, and the current state of Russia threats.

Or even earlier when Putin started the selective prosecution of the opposition? Was it wise not to spend money to integrate Russia into the Western economy after the early 1990s in a way Germany was helped after WW2? Was it wise to let Hamas strive so many years untill Israel finally got tired of it? Was it wise not to strike Iran now and help the protesters? If you do not want to spend $$$ now, you will end up spending $$$$$ later. And, sometimes, it is not just money
