I was assuming the tie breaker was goal differential?? In that case Portugal is ahead of Finland.

AFAIK its head to head, and they tied 1-1 last time so all Finland has to do is win.
But I dont think they will

And if the Scotland/Italy finished 1-1, then if Ukraine beat France, Scotland and Italy would have qualified.

so if my interpreataion of the rules is correct, Portugal would be eliminated with the worst head to head record, and Serbia has a better head to head to record vs Finland and would thus qualify...I have to cling to something!

Only if the game is played on the 6th Thursday of a month ending in "R". If played on a Wednesday the reverse is true unless the "away" team can find Waldo in under 3 minutes.
