In your fictional town if the raw number of murders went from 100 to 120 while the population doubled, it got safer for everyone.

Yes there are empirical studies that show they commit less crime than native born Americans. No, being an illegal immigrant does not automatically make you a criminal, being undocumented IS NOT a criminal offence.
