I would think they need to do an investigation before they lay any charges. That said, I doubt either would be charged with murder as there was likely no intent to kill. But we'll have to wait and see. Cops definitely failed by not reporting the incident.
Kid didn't deserve to die. But when you're a con artist going around ripping off unsuspecting people, sometimes you mess with the wrong people. And just like that, you're dead. When you play with fire, sometimes you get burned.

A couple of years ago, I came out of a store and saw a guy trying to steal the saddle (damn quick release type) on my bike. I yelled: "What do you think you are doing?" Lucky for him he ran away.
Just watched a video saying Colorado doesn't have the money to investigate 2000 complaints against the police. Someone asked for $156K to hire more staff to do investigations, the Democratic controlled state government told them to better manage their existing budget. Apparently one investigation incurred 6K hours, so it's somewhat understandable those controlling the budget said no. However, it's now an open invitation for crooked cops to do what they want with little fear that their actions will face repercussions. Glad I don't live in Colorado.
I just sold a few things on Kijiji and when the person picked the items up she didn’t even check them out. The last thing I would want to do is misrepresent what I was selling because you never know who you are dealing with. Over the years I have sold hundreds of things on kijiji with no issues.

He loves when this kind of thing happen to young black men.
Because they're cops? Same as the case in Durham where the instead of taking the off duty cop in for beating the crap out of someone, they arrested the guy that was beat.
The fact that this occurred last August suggests that the cause is known.
I sold a few things (not hundreds). No issues, but have been concerned a couple of times about who showed up.

Right, but if you think they beat the tar out of him and pummeled him to death that's pretty naive on your part. This would have come to light already and the cops would have been charged with assault or something. This happened 9 months ago. The autopsy would have shown this. My guess is when they tackled him to get their money back, he probably hit his head or something.
Bottom line, if you don't want to get burned, don't play with fire.
I'm quite certain if I purchased a a watch on Kijiji and someone ripped me off when going to pick it up, my parents would have no issue with me chasing them down and tackling them to get my money back.
You know what they would have an issue with??? Me scamming people on Kijiji. My guess is this wasn't first time he pulled this shit.

They won't lose their jobs. This is the Toronto Police we're talking about here. They be suspended with pay for 2 or 3 years while this drags out and worst case scenario they get put on some kind of modified duty with no hit to their salary, just maybe pauses career advancement.
In order to get fired from the TPS, you pretty much have to murder an 18 year old kid on a street car that's in distress.
