While the GG in theory has the power to do that, in practice the GG is expected to adhere to the customs and traditions that have been established. That is, ultimately, the foundation on which our whole democracy rests.
What you are proposing is the dissolution of Canadian democracy--an activist monarch who rules independently not in accordance with historic precedent would quickly undermine the basis of the Canadian state. What next? Should the GG start negotiating foreign treaties paying no heed to the will of Parliament? Should the GG independently declare war on some country and order the army into the field? The GG in theory has the power to do those things too.
In all probability if the GG went rogue like that the Queen would be asked to replace the GG with someone who respects the constitutional customs and traditions on which Canadian democracy rests. If the Queen too went rogue we (and Britain) would have a very serious constitutional crisis.
None of that will come to pass--the GG will consult history books and try very hard to make a decision that is in line with the historic precedents, thereby preserving and strengthening Canadian democracy rather than undermining it.
