There is no official definition of a third world country.
What Trump means, by using that term and if you read his post, is "non-white".
He is also on the record saying, that people from Mexico are rapists and criminals, way back in 2015, so it isn't like he is all cool with Mexico.
His entire movement is built on targeting Mexicans and Latinos, and racial profiling people for mass deportations is predominantly targeted at Latinos as well.
So yes, by using the term "3rd world nations", he means "non-white".
If he wanted to say Muslim, he would have just said that, but he used the term "3rd world nations".
